I'm willing to front hosting for this.  I don't have any experience with 
Bugzilla, though.  I don't think we'd need a domain name, though.  
Wouldn't bugzilla.fedoraproject.org be good enough?  Subdomain are 
(usually) free!  I'm sure there are plenty of people in Fedora 
Infrastructure more than capable to guide me and others on this.
