Why pavucontrol is not installed by default?

I am curious: If pavucontrol is obsolete, is there some other tool to
tell skype to use headsets, while rhythmbox uses the speakers?
pavucontrol currently crashes (and pulseaudio) for me on one machine
and I need this functionality.
