Heads up: Noarch Subpackages

Nothing really, except that we'd have to change the OCaml packaging
guidelines and modify every one of the 70-or-so packages in Fedora.

Previously noarch subpackages weren't available at all which is why
the packaging guidelines don't cover this case.
