RFC: Disabling blinking cursor by default

Not really on topic, but food for thought...

I powered up my DEC VT420 and the cursor doesn't blink on it.  I don't
know if that was the default setting, but I've not changed it...but
there is a setting for it.  I can't say I ever noticed it not blinking.
