improve-relatime.patch dropped from F10

Should I report the dropped improve-relatime.patch as a bug? The
mkinitrd is a whole different thing.

What I wanted was the improve-relatime.patch to be included in F10, as
it is included in F9 by default:
http://people.redhat.com/mingo/relatime-patches/improve-relatime.patch
