It is already allowed.
I'm not trying to force you to open your packages but I would love to 
have the same freedom to not be forced to limit the packagers that can 
touch my packages by making provenpackager too restrictive and not 
allowing for packagers that want to open their packages for everyone. 
Don't you think that different packages and packagers have different 
needs and packagers should be able to choose the restrictions for their 
own packages?
