Missing target in the cvs tree

Hello,
in the CVS tree of my packages ate the F-9 and F-10 trees missing.
What must I to to create this trees.?
I have the follow ones:
common  CVS  devel  EL-4  EL-5  F-7  F-8  FC-4  FC-5  FC-6
