That's not that clear, since sponsors also have to help their sponsoree
on a technical level, and have to evaluate the technical skills of 
potential contributors which also imply some level of technical skill.
But indeed, the sponsor evaluates potential new contributors, while 
the provenpackager fixes other people packages.

It is in the definition of sponsors, but I wanted to make it short. In
more length they are the people who can accept new contributors in
fedora and guide and educate them.
