Against what component should I file a kernel bug about cpu frequency multiplier?

I think there is a bug in the way the kernel sets my cpu multiplier
which determines the cpu frequency (amd cpu and powernow). This leads
to system lockups and only hardware reset helps me. I looked in
bugzilla.kernel.org but I don't know against with package should I
file this bug: cpufreq, timers, acpi, preemption, scheduler or what?
