Well, as seen with the GNOME clock applet permissions, we're now told
that "console access" == "full access", so why not?

Don't have it both ways, where everybody has to do some configuration to
get a desirable configuration.  It should all be done out of the box for
one end (end user rules all) or the other (system admin rules all).  It
should all be documented (so either end of the spectrum knows where they
stand and what they might want to change).
