182 pending F11 stable updates. WTF?

I'm happy enough to leave my update waiting in "testing" if that's the
right thing to do (until after the release I assume).  Just didn't know.

For some reason I thought f11-updates could be pushed to as this
wouldn't affect what was frozen for 11.
