f12 boost-1.39.0 upgrade: notice of intent

Hey. 

The boost maintainers are planning to update the boost versions
to the current release (1.39.0) in rawhide for F12. 

Tentative F10/F11 built srpm is here:
http://people.redhat.com/bkoz/boost/boost-1.39.0-0.3.fc11.src.rpm

Suggested plan is to push this to devel in 24 hrs, which will be
announced on fedora-devel-announce at redhat.com. 

BuildRequires for boost packages must be adjusted as part of this
rebase. As always, timely assistance from package maintainers
is welcome.
