Package Maintainers Flags policy

Those cases are different. In those cases (arguably except for the
last), the 'difficult' bit increases the actual quality of the product
we are producing. Carrying eternal patches to remove certain images for
reasons of political appeasement does not improve the actual quality of
Fedora. It is fine to impose burdens on maintainers where that leads to
a reasonable improvement in the quality of the product they're building,
but placing significant burdens on maintainers in order to please
certain external bodies is a far tougher sell.
