dracut, or should booting a LiveCD touch the hard disk?

I agree that this is the best solution.  Fix dracut to only activate 
and mount /.  I found these bugs closed as NOTABUG:

so if this is "working as intended" is there any chance of changing 
the default behavior to work as expected above?
