That's normal. Anaconda can't do downgrades, so "upgrading" from Fedora n +
updates to just Fedora n (with the same n) isn't going to work, or even do
anything. So it prevents you from doing that.

If you know what you're doing, you can use the "upgradeany" boot option. You
can even upgrade RHEL/CentOS to Fedora that way.
