Nope - sounds like a bug in FDS.

Yes.  First, http://yourhost:adminserverport/ from your browser - this 
is the same url used by the console.

Then, go to the Services for Admins - the Directory Gateway - it's not 
exclusively for admins.  You can authenticate as a regular user, then 
view your entry.  Allows self service stuff.  One of the options on the 
user's edit page is to change password.
