Your best bet is to simply build without the dsml related code.
make ... USE_DSMLGW= USE_JAVATOOLS=

At the top level directory, in which you have your ldapserver directory, 
there should be a directory called dist, and in this directory should be 
a directory called classes, and in this directory you should have 
several jar files which are listed in the classpath above (e.g. 
../../../../../../../../dist/classes/ldapjdk.jar:../../../../../../../../dist/classes/crimson.jar")
The dsmlgw requires even more jar files - activation.jar axis.jar 
jaxrpc.jar saaj.jar xercesImpl.jar xml-apis.jar jakarta-commons-codec.jar
 you can get all of them from here -
