This value is the base64 encoded value of the md5 digest of the password,
and is the same as the md5 digest of "joeltest":
$ echo -n "joeltest" | openssl dgst -md5 -binary | openssl base64
WGvQgGYUH2UOX2ZA1IQeyQ==
$
