Note all changes for fc3 and yum as we'll be using createrepo (now in rawhide) for the metadata based repo.

End goal is yum/apt/up2date support for the metadata.  It's in yum 2.1.x as in rawhide, up2date also has had support written (may not be enabled) unsure of apt status.
