[RFC] Docs Self-Introduction

We haven't had a formal docs self-introduction requirement, or even a
page saying how. Now we do:

Thoughts?
Mine are:
* I like the idea of the self-intro.
* I hope the gpg key isn't a bad hurdle for writers and editors who are
new to open source projects.
* The self-intros I've read often show quite a bit about the person who
wrote it, so I think it has some value outside of being purely
informative.
