Question about RPM packaging.

As long as I saw some other *.desktop files, "Comment" and
"GenericName" fields are also able to be I18N-ed.

It worked fine for Japanese/UTF-8 characters, regardless of
the LANG/LC_ALL values for the make command execution.
For example,

  $ LANG=C make

can display Japanese/UTF-8 characters.
