Release notes beat wiki locked?

According to the schedule[1] and associated discussions, the beats were
to freeze at 0000 UTC on 3 July for translation and such.  Not that this
is particularly helpful, since I've seen barely any commits to the pages
from beat writers since test1. :-(

I'm keeping an eye on my inbox for writes and do editorial passes as
they come in.
