To mitigate such damage, I had an idea.  Let's insert at the top of each
XML file a link to the latest release notes.

We could even just copy/paste the already translated admonition that is
at the top of Welcome.xml:

Latest Release Notes on the Web

    These release notes may be updated. Visit
http://docs.fedoraproject.org/release-notes/ 
      to view the latest release notes for Fedora.

That way we can do it after we get all the PO files back and before we hand off to releng.
