OK, that is strange.  The ACLs are set to:

#acl EditGroup:read All:read

So ... I must be part of the admin group and didn't realize it?  Only
explanation of why it's set that way and yet I can edit it.

I'm going to fix the ACLs to be the default; then make sure I'm watching
the page; and once we have our 'final statement' up, I'll revert to a
tighter set of ACLs.
