permissions and access control

Hi Murray. This is not SELinux stuff, it's related to ACL capabilities of
some file systems.

All - hello again after almost a year. It's been pretty demanding time on
a personal level, so I couldn't participate at all. It's back to normal
and I shall start contributing again. Will begin with writing this one,
should  complete it by EOW.

I'll also try sifting through wiki and email to figure out where is work
needed the most but suggestions are welcome.
