prompts in command examples

IMHO,
rule 1 = If a normal user can run a command then it must have $ prompt. ex
ls -l
rule 2 = If a command need root privilege to run, it must have # prompt   ex
dd if=/dev/zero of=/dev/hda
rule3 = rule 1 has high priority then rule 2.
