BTW, now that I'm using the rendering tools, it does not matter on that
side of the conversion.

This is because MediaWiki makes the page name the default top level
header.

To make integration of page easier and the formatting more consistent, I
believe our standard is to have pages with == Foo == as the
highest-level nested header.

Does that make sense?
