Proposed patch for Feedback.xml

Description of problem: Instead of telling people "When submitting a bug
report, be sure to mention the manual's identifier: &BOOKID". It might be
better to point them toward the specific component in BZ which just happens to
be the same as the &BOOKID (or it should).
