Pues señores parece que encontre la deficiencia...
El paquete bluez-uitls se supone viene con las utilidades de configuracion
hciconfig, hcitool, hciattach entre otros....
con el hcitool se detectan y se realizan las conexiones....
y con el hciconfig pues.... las configuraciones...
buscando el ejecutable de de hciconfig lo encontre en /usr/sbin
esto fue lo que hice
/usr/sbin# ls -l | grep hci
