I can't reproduce the case where it _doesn't_ get created, either on ppc
or i386. So I can't determine how/why it happens. Just another way in
which autocrap/libtool make your builds non-deterministic; nothing to
see here.

I still think we should make people write proper deterministic Makefiles
so we can get reproducible builds. I suspect that idea isn't going to
fly though.
