IMO, it should be packaged.

Not really, gtkglarea had just become unmaintained and has more or less
"starved away".

Gtkglarea2 still works and is still in use.

Officially, gtkglarea2 has been replaced by gtkglext, but there isn't
much progress on gtkglext, too. 

AFAICT, both packages currently serve more as code hunting/harvesting
grounds but as actual packages, because none of them actually meets the
requirements of GTK/GL developers, and the general interest in GL of GTK
developers seems to be little.

All in all, I'd vote for packaging both gtkglarea2 and gtkglext.
