That is because cvs-import.sh can only create new modules in the "devel"
branch.

Effectively, after the FC-3-split, we now cannot import new packages
into the FC-3 tree like we could not import new packages into FC-2,
FC-1, RHL-9 before (we have tracked all those deferred updates on the
FC3Status page).
