Ok, thanks for setting me straight. :)
But I'd still really rather not fiddle around with -F.

I think this discussion leads to the conclusion that it would be really
useful to have a "force-tag" target in Makefile.common, which does the -F
invocation for one.  (I can say off-the-record that it has proved invaluable
under fedora core development.;)
