2.Why is there no EPEL branch for python-imagning?
One of EPELs goals: Make high quality packages that have been developed,
tested, and improved in Fedora available for RHEL
and compatible derivatives such as CentOS and
Scientific Linux.
Basically if a package is present in RHEL it will not be present in EPEL
since python-imaging is present in both RHEL-Server and RHEL-Client this
package does not need a EPEL branch.
