Ok.  I took another look at both cvs-import.sh scripts and I still can't 
see how the redhat one can do the tagging right, since they both use

   NVR=$(rpm -qp --qf "%{NAME}-%{VERSION}-%{RELEASE}" $PACKAGE

unlike Makefile.common which seems to set %dist and parse the branches 
file.  But perhaps I'm missing something.

So the easiest solution to me still seems to be to disable tagging and 
make people run "make tag" by hand (oh! the effort;) and silence 
Mailhot... ;-)
