Retire php-manual-en from F9-devel onwards (bug #419081).
May return eventually if upstream relicenses.



--- NEW FILE dead.package ---
License (OPL) uses non-free clauses and thus is not really OK for Fedora.
Upstream is considering relicensing but this does not appear to be likely in
the short term.
