Is it safe to rely on this when %fedora will only be defined on FC4+?
And will string compare continue working properly with all possible numbers?

Keep in mind that the proposal on this page has not been ratified, and 
has even been largely rewritten because this macro-based approach is 
extremely problematic.  See the newer proposal on fedora-packaging list.
