That's news to me. Is this behavior documented anywhere?

info texinfo says:

`--info-file=FILE'
`-i FILE'
     Specify Info file to install in the directory.  Equivalent to
     using the INFO-FILE argument.

It says "FILE" not "FILE or FILE.gz"

=> We should not be tempted to follow undocumented program behavior.
