PROJ is in Fedora Extras already. GEOS (first 1.x, the 2.x was needed) and
GDAL have been worked on in old fedora.us QA queue before. After lots of
packaging problems, a circular dependency between GDAL and GRASS (and lack
of decision on how to proceed until a solution would be found/developed)
stopped development of the packages. Meanwhile, one of the solutions
proposed in bugzilla.fedora.us (an interface library for GDAL+GRASS)
has been developed by Debian's GIS community.

Packages proposed for inclusion into Fedora Extras should try to avoid
(most of) the issues discussed in there. [The ticket for GDAL has been
an exceptionally long one.]
