package sponsor request: NCO

Hi folks,

I'm looking for a sponsor (and reviewers) for NCO, which is a suite of
utilities for manipulating NetCDF-format files.  The package got part-
way through the "old" Fedora review process:

and I've recently updated it to address the three outstanding issues
raised by David Kaplan and Michael Schwendt which were:

 1) so-names include the NCO version:
    The NCO developers expect the API of the shared libraries to 
    continuously change (albeit slightly) which each new *minor*
    release.  So they have good reason to keep the so-names as 
    they are:

    though that may change in future releases.

 2) so-lib links are now in the devel package

 3) patch added to install C headers in devel package


The latest SRPM can be obtained at:

  http://mitgcm.org/eh3/fedora_misc/nco-3.0.0-1.src.rpm

and it works-for-me on both FC3 and the latest devel.

ps - I do intend to add udunits as an NCO dependency since Spot
     recently imported it into Extras.
