I think that the two paragraphs you wrote covers it quite well. The
important question is what sort of timespan should be allowed for other
contributors to chime in. One week? 2 weeks? One month? People have
lives outside of Fedora Extras (supposedly), and so can't always respond
to the initial commits promptly.
