make plague error: Insufficient privileges

Hello folks,

This is my first time in attempting use the build system.  I've followed
everything in the wiki up to installing plague, but when I do a "make
plague" in my devel directory i get:

[zbuild at xxx devel]$ make plague
/usr/bin/plague-client build snownews snownews-1_5_7-2_fc5 devel
Server returned an error: Insufficient privileges.

Is the problem on my end or the server?  I can successfully use other
plague commands like list and list_builders.
