Aha. Where exactly? All I see is a split because of an optional library:

$ ls elf*
elfutils-0.108-1.i386.rpm        elfutils-libelf-0.108-1.i386.rpm
elfutils-devel-0.108-1.i386.rpm  elfutils-libelf-devel-0.108-1.i386.rpm

$ rpm -qp --qf %{license}\\n elfut*
OSL
OSL
OSL
OSL
