issue with make dist/cvs commit

Well, it has happened to other contributors before. Steps to
reproduce:

  1. forget to commit
  2. run "make tag"
  3. cvs commit
  4. run "make tag" again

There are several ways on how to solve it. In a different reply in this
thread I've mentioned one way and its dangers.
