/bin/rpm also depends on several libs below /usr, e.g. Kerberos
or zlib:

$ rpm -ql $(rpm -q --whatprovides libz.so.1 ) | grep libz.so.1
/usr/lib/libz.so.1
/usr/lib/libz.so.1.2.2.2
