Good idea.  I found that gnupg2-1.9.18 (and 1.9.17) fails tests when
built against libksba-0.9.12, but passes when built against libksba-0.9.11

Now the hard part.  What to do about it.

Option 1: In order to avoid the need for Epoch's, (temporarily) build
newer libksba-0.9.12 rpms that really includes the non-broken
libksba-0.9.11.

Option 2: epoch++, push out new(er) libksba-0.9.11.

Option 3: Some better idea someone else can come up with?
