end-users who need such help are usually installing 'smart-gtk' which
brings -usermod with it.

users with the text interface only will probably prefer to execute
'smart' as root or through sudo. 'consolehelper' on CLI does not offer
very much.

I just checked all my vservers and none of them has 'usermode'
installed.  Because I do not trust Fedora Core package qualitity
very much (who knows whether the next 'usermode' adds a perl- or
mysql-dependency ;) <shudder>) I would prefer to reduce additional
dependencies as far as possible.

An additional package does not hurt, but additional deps do.

I do this for my packages... ;) I gave up the 'Requires(pre): filesystem'
some time ago ;) but I want to make sure that non-trivial and not-owned-by-me 
directories are in place before I put files into them.
