Rawhide blocker bug reports

Hey folks,

If you file bugs against rawhide or FC components that are currently 
broken and causing build failures for Extras, please indicate in the 
report the impact.  This is important for prioritization, because often 
the package maintainers don't immediately know the impact and that it is 
holding back other packages and it gets lost in a work queue.

[PATCH]
Please add this to the beginning of the summary name for the bug if the 
report contains a suggested patch or fix.  This makes it far more 
obvious to the package maintainers that a potential solution is known 
and it might be quick to incorporate.  They may either use it, or reject 
it giving a reason why it is unsuitable.
