New package: ccid

I would like to import ccid to Extras CVS and push a build request for
it as soon as possible.

ccid is a pcsc-lite driver for generic CCID-compliant smart card

This submission has already been reviewed by upstream, and later by
someone else, with only minor improvements happening in between.  It's
not the latest ccid version, but it's the latest that works with the
stable version of pcsc-lite currently in Extras.

I use this about 8 hours a day, works well for me, and I think the
existing reviews in the above Bugzilla entry would be enough so it can
be imported, although it strictly speaking doesn't quite meet fedora.us
criteria (2 reviews, but not for the same package revision).  Any
objections?
