Packages requiring bootstrapping

Modula-3 (used for cvsup) has the bootstrap compiler distributed in
assembly form. For GHC Jens was talking about using the Debian binaries.

For bonus points, contrive a way of shipping a bootstrap compiler in
Java bytecode or something bizarre like that :)
